I should not omit to mention that all payments of fees and fines (under the Contagious Diseases Ordinance 1867) are made to the Chinese Shroff, (who is under a bond), who accounts for them to the first Clerk, and they are paid by me, sometimes daily and sometimes weekly, according to the amount into the Bank. But for the due performance of this duty I am under a Bond to the Government.
In conclusion I may add that the work of the Branch Office of the Department has greatly increased since I just took charge of it in 1864., and this is owing much to the greater use of the Department made by the Chinese and to the additional legislation of late years.
